General Synod Elections 2021 - Informal Notice


The present General Synod was dissolved on Tuesday Monday 12 July 2021, the inauguration of the eleventh General Synod will take place on Tuesday 16 November 2021.

This dissolution will now be followed by an election for new representatives to the Lower House of Convocation (House of Clergy) and House of Laity. 

Those eligible to vote

Proctorial (clergy) electors in the Diocese are:

  • Assistant Bishops (they are not eligible to stand for election)
  • Archdeacons
  • Beneficed clergy
  • Clergy holding office in the Cathedral
  • Clergy licensed under the seal of the Bishop of Ely (including clergy resident outside the Diocese but holding the licence of the Bishop of Ely)
  • Clergy with PTO who are also members of a Deanery Synod (including clergy not licensed under seal as they have retired from full-time ministry)

House of Laity Electors are:

  • Members of the House of Laity of each Deanery Synod, at 6.00am on Monday 12 July 2021, are lay electors. (This does not include those members who are co-opted to a House of Laity of a Deanery Synod)

Seat Allocations and votes

Timetable

  • The Archbishops of Canterbury and York have approved the following timetable for the election of the new General Synod.
  • The nomination period must be not less than 28 days.
  • The voting period must be not less than 21 days.
1 Notification to electors of the election timetable to be followed and issue of invitations to nominate No later than Friday 23 July 2021
2 Notification of the validity of any nomination As soon as any nomination is received
3 Closing date for nominations Wednesday 1 September 2021
4 Issue of voting invitations (voting opens) Friday 17 September 2021
5 Closing date for return of votes (voting closes) Friday 8 October 2021
6 Day of the count Monday 11 – Thursday 14 October 2021
7 Names and addresses of those elected and result sheet to be sent to the Diocesan Bishop, the Clerk to the Synod and every candidate. Not later than the fourth working day after the date of the declaration of the result.

 

Online Voting

  • The 2021 elections to each of the three Houses of the General Synod will be conducted online for the first time and this is the preferred method to use. This is being administered by Civica Election Services, on behalf of the Church of England. 
  • Each candidate’s election address will be uploaded to the Diocesan website below in advance of the start of the voting period (17th September).
  • The online portal will enable eligible voters to make nominations and cast votes, and this will be run by the Presiding Officer (with the assistance of Civica Election Services). 
  • The Bishop of Ely’s Registrar, Mr Howard Dellar, Lee Bolton Monier-Williams, will be the Presiding Officer for these elections (to be confirmed).
  • If you have an email address you should use this online portal.  If you do not have an email address you may use the paper-based system, which will then be uploaded centrally to the online portal.
  • Those eligible to vote will be contacted by email direcly with the voting instructions. If you have not been contacted by the week commencing 20th September, please email elections@elydiocese.org to let us know. (Please remember to check your email spam folder ijn the first instance).

Hustings

  • If you unsure for whom to cast your vote, hustings (to be held over Zoom) will take place on the following dates:
    • for the House of Laity on Wednesday 29 September 2021 starting promptly at 7.30pm
    • for the House of Clergy on Thursday 30 September 2021, again starting at 7.30pm. 
  • The Chairs for the hustings will be Canon Janet Perrett and Canon Simon Kershaw. Eligible voters will be sent the appropriate log in details by email. The session will be in the form of a Zoom Webinar, it may not be possible for attendees to ask questions on the night.
  • We are inviting questions for all candidates to be sent to the Diocese of Ely Elections Team before 9am on Friday 24th September 2021 via elections@elydiocese.org.
  • Hustings are neither required nor regulated by the election rules. The decision on whether to hold them was made by the Presiding Officer in consultation with the Bishop’s Council.
